INSTALLATION
1. Phase 1 to Phase 8 should already be installed.
2. Take a full database backup.
3. Import phase9_schema.sql in the same ERP database.
4. Upload folders from this ZIP to the project root.
5. Open: /admin/hrms/phase9_dashboard.php
6. Open Compliance Center and save institution compliance settings.
7. Open Notification Bridge and configure channel names.
8. Open Campus Lock Settings and save campus radius/time rules.
9. Run Biometric Reconciliation for a date range.
10. Run KPI Snapshot once after installation.

Attendance / Salary data -> Analytics / Compliance -> Notification Queue -> Campus lock / Geo approvals -> KPI snapshot -> Management report.

SAFETY NOTES
- This patch does not delete or overwrite previous phase data.
- Notification dispatch is a safe placeholder bridge. Connect it to the existing WhatsApp/email gateway as per your project gateway files.
- Campus lock uses latitude/longitude distance calculation and approval flow. It does not force-delete attendance.
- PHP code is written in English and PHP 5.6 compatible style.
