Staff profile update and missing fields fix

Fixes included:
1. Public update verification now accepts DOB in DD-MM-YYYY, DD/MM/YYYY and YYYY-MM-DD.
2. Verification checks both biometric_user_id and punch_id.
3. Nested form removed from staff_profile_update so submit/update works correctly.
4. Full profile sections now show clear Entry Field panels for:
   - Qualification
   - Designation
   - Experience Type
   - Research Type
   - Level
   - Document Category
   - Bank Name
5. Add button fallback JS improved.
6. Select/dropdown visibility fixed on public/admin pages.

Run /admin/hrms/staff_profile_schema_repair.php after upload.
