BGI HRMS Staff Profile Approval Add-on

New pages:
- /admin/hrms/staff_form.php : Employee Profile style admin form.
- /hrms/staff_register.php : Public staff registration request.
- /hrms/staff_profile_update.php : Public staff profile update request using Biometric User ID + DOB.
- /admin/hrms/staff_profile_requests.php : Admin request list.
- /admin/hrms/staff_profile_request_view.php : Field-wise old/new value view + approve/reject.
- /admin/hrms/staff_profile_schema_repair.php : Safe schema repair for new columns/tables.

Important rule:
Public staff changes do not directly update hr_staff. They are saved as Pending requests.
Admin must approve request; only then profile data is inserted/updated.

After upload:
1. Open /admin/hrms/staff_profile_schema_repair.php
2. Click Run Staff Profile Schema Repair
3. Open /admin/hrms/staff_profile_requests.php
4. Public staff link: /hrms/staff_register.php
5. Public update link: /hrms/staff_profile_update.php
