BGI HRMS Phase 8-11 Access Fix

Issue fixed:
Phase 8 Lifecycle, Phase 9 Compliance, Phase 10 Helpdesk and Phase 11 Mobile / QR pages were showing "Access denied" for users created through /admin/hrms/admin_users.php.

Cause:
Those phase helper files were checking old ERP sessions like admin_id/user_id/role, but standalone HRMS login uses hrms_admin_user_id and hrms_admin_role.

Updated files:
- admin/hrms/_phase8_functions.php
- admin/hrms/_phase9_functions.php
- admin/hrms/_phase10_functions.php
- admin/hrms/_phase11_functions.php
- admin/hrms/phase8_11_access_fix.php

After upload:
1. Overwrite this ZIP in project root.
2. Logout once: /admin/hrms/logout.php
3. Login again: /admin/hrms/login.php
4. Open: /admin/hrms/phase8_11_access_fix.php
5. Test Phase 8, Phase 9, Phase 10 and Phase 11 dashboards.

No database change is required for this patch.
